- My research activities have been quite varied over the years - mostly because I have tried to anticipate new priority areas of research and policy problems. Thus, as always, there are several components to my current research program. These relate to the design of effective agri-environmental policies at the state and regional level, to understanding the participation in voluntary agri-environmental programs, to the assessment of WTO policy reforms, and understanding the efficiency of new deregulated electricity markets.

Teaching
teaching overview
- Since joining the Agricultural Economics faculty at Cornell in 1971, I have been committed to excellence in scholarly research and graduate education. During my 15 years as Director of Graduate Studies, I set a high standard for advising incoming students. Although very capable, our graduate students typically come from very diverse backgrounds; many are attracted to the program by its relative flexibility. With such diverse backgrounds, much advising of incoming students is one-on-one. It is also essential to discuss the program’s flexibility within the context of professional expectations of potential employers looking for graduates well grounded in theory and methods and with a depth of training in a specific subject matter. By also encouraging students to broaden their education well beyond one specialization and their immediate research interests, I underscore the growing importance of being able to apply their training to a variety of economics problems. I remain committed to offering rigorous, in-depth graduate courses. In my courses, I emphasize the conceptual interrelation between theory and methods. I discuss important contemporary applications, as well as encourage students to think critically about how theory and methods can be applied in innovative ways.

outreach overview
- Extension: Prepare selected extension educational materials. In 2008, prepared materials on water quality trading and dairy risk for dissemination to Federal and state officials, and to dairy producers. Outreach: Present research results on electricity load shifting to industry leaders. Present finding about factors participation in CRP, the benefits of water quality trading, and the impact of changes in agricultural policy to meet multifunctional goals to federal and international agricultural agencies.
